On June 7,1997, the NRC completed an inspection at your Crystal River 3
)
l
reactor facility.
The enclosed report presents the results of that
i
inspection.
'
During the 5-week period covered by this inspection period. your conduct of
!
activities at your Crystal River facility was generally characterized as
i
adequate. We are concerned, however, about three violations of NRC
requirements that were identified. In the area of Operations and Quality
-l
.
Assurance, a violation was cited for failure to follow compliance procedures
'
for Precursor Cards.
In the Maintenance area, a violation was cited for
i
inadequate control of a hydrostatic test of
ergency Feedwater piping.
Contributing factors involved inadequate oo
ight, knowledge and involvement
with the hydrostatic test.
In the Engineer:nq area, while improvements were
noted for a number of engineering functions, a significant concern continues
to be the issuance of a number of very poor design basis evaluations and
warrants increased management attention.
In the area of Plant Su) port, a
i
violation was cited for inadequate corrective actions regarding t1e use of an
uninterruptible power supply unit in the security central alarm station.
These violations are cited in the enclosed Notice of Violation, and the
circumstances surrounding the violations are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your response. The.NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
The enclosed Inspection Report also identifies activities that violated NRC
requirements that will not be subject to enforcement action because the
licensee's efforts in identifying.and/or correcting the violation meet the
criteria specified in Section VII.B. of the Enforcement Policy.
Therefore, no
