Dear Chairman Zech,
I am writing with regard to the Philadelphia Electric Company's nuclear energy plant at Peach Bottom and to express my deep concern for the health and safety of the citizens whom I represent.
I have been following closely actions taken by the Nuclear Regulatory Commission against PECO and the response offered in the company's Peach Bottom Commitment to Excellence Plan.
To date, I remain unconvinced that PECO has offered a plan that guarantees that, if re-opened, the plant will operate safely and in the public interest.
Governor William Donald Schaefer, in his letter of October 15, 1987, has set forth a detailed list of l
unresolved issues concerning the re-openir.g of Peach Bottom.
A copy of this letter is attached.
I share his concerns and expect each of the issues raised in his letter will be considered carefully and thoroughly.
I would like you to respond to me, as well as the Governor l
l regarding the shortcomings to which he refers and the actions you will take in response thereto.
In addition, I am asking that the following concerns be addressed as you continue to analyze PECO's plan:
1.
That the plant continue to be shut down until PECO's promises to improve the operation are acted upon.

That changes in management and staffing of the plant are implimented with guaranteed corporate management involvement in the plant's operation.
3.
That all maintenance problems be corrected.
4.
That a workable emergency plan for nuclear accidents be carefully developed.
5.
That the NRC conduct a public hearing prior to finalizing their decision on the future of the plant.
Citizens have the right to know, the right to be heard, and the right to be protected.
We must work together to make sure that if re-opened, PECO's Peach Bottom plant, operates in a manner that protects the health and safety of all.
Please continue to keep me informed of your actions.
