SUBJECT:

SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED OCTOBER 9, 1987, AND SUPPLEMENT DATED DECEMBER 15, 1987, RE EXEMPTION TO 10 CFR 20.203(F) AND CHANGES T0-CRITICALITY ALARM SYSTEM BACKGROUND 10 CFR 20.203(f) requires specified containers to be labelled to identify the radioactive contents. CE is requesting an exemption for this requirement.

The license application specifies the number and location of criticality  :

monitoring system detectors. The licensee proposes modifying the application to gain options permitted by 10 CFR 70.24.

DISCUSSION In lieu of labelling every container in a given area, CE proposes to post all personnel ingress locations to that area with a sign stating that "Every container or vessel in this area, unless otherwise identified, may contain radioactive material." The exemption, permitted by 10 CFR 20.501, should not result in undue hazard to life or property.

CE also requests exemption from the requirements of 10 CFR 70.24(a)(1) for specified buildings which will be limited to not more than 700 g U-235. The staff proposes to accept this exemption request because CE has limited each building to less than a critical mass of U-235.

The licensee is committed to meeting the criticality alarm requirements of 10 CFR 70.24(a)(1) in other plant areas. 10 CFR 70.24(a)(1) reouires two detectors for all such areas. The licensee has proposed deleting the drawing showing numbers and locations of detectors from the license condition section of the application. The detector location drawings which will be in Part II of the application indicate that CE is decreesing the number of detectors except for Building 6 where new detectors are beino installed.

' CONCLUSION / RECOMMENDATION The staff concludes that the proposed amendment, subject to the license conditfon above,-will have no adverse effect on the public health and safety or the environment. Approval of the application is recommended.
