Docket No. 50-219 Duties for B Shift Personnel The following personnel are four of the six members of the Operating Shif t B and were on duty during the September 11, 1987 Safety Limit Violation:

Glenn Hutton Steven Reininghaus Donald Brittner William Reilly The purpose of this letter is to inform you of duties we intend to assign to the above personnel.

Mr. Reilly may be assigned these duties in addition to his training assignment described in our letter dated January 26, 1988. GPUN believes the duties do not constitute "licensed duties" under the Confirmatory Order of November 5,1987 and, therefore, do not require the Regional Administrator's approval.

The Confirmatory Order states "The licensee shall prohibit any member of the operating Shift B who was on duty on September 11, 1987 from performing licensed duties unless the licensee notifies and obtains approval of the NRC Regional Administrator, Region I, prior to returning such person to licensed duties;...". If sts duties which may be assigned to the above individuals.

ADMINISTRATIVE 1.

Assist in the biennial review of station procedures.

2.

Participate in_ the component labeling program.

3.

Attend, and provide input, to meetings concerning the facility modification process which include:

1) Preliminary Engineering Design Review meetings and, 2) Operability, Maintainability, and Constructability Review meetings.

4 Participate in the critique process for plant events; and to participate in the follow up of corrective actions as necessary.

5.

Provide input to the Operations Department minor maintenance program.

6.

Participate in the review of requisite refueling procedures.

7.

Participate in the review of the Operator Aid program.

8.

Review and evaluate the status of INPO good practices.

l 9.

Participate in the program to reduce temporary variations and outages.

]

10. Attend and participate in Plant Review Group meetings.
11. Assist in the training process for personnel in the initial qualification phase of training as well as in-plant tours for enhancement of qualified equipment operators.

No training which is required to be conducted by a Licensed Operator will be assigned.

12. Assist in the planning for the upcoming refueling outage (12R).
13. Participate in the life of System Maintenance Program as directed by management personnel.

14. Other Administrative tasks as deemed appropriate by Oyster Creek Plant j

Attach informational tags to plant equipment as directed by appropriate management personnel.

On the 119' elevation of the reactor building (spent fuel pool area):

a)

Store tools into their appropriate locations, b)

Perform operational checks of refuel'ing tools, c)

Inspect and perform operational checks of the Control Rod Drive unlatching device, d)

Obtain data from the Control Rod Blades, e)

Channel /unchannel fuel, and perform Control Rod Blade movements evolutions in and around the fuel pool.
