Gentlemen:
This refers to the inspection conducted by Messrs. W. R. Bennett and E. A.
Plettner of this office during the period November 1-30, 1987, of activities
authorized by NRC Operating License DPR-46 for the Cooper Nuclear Station, and
is in addition to the inspection findings in other areas for this same period
reported in NRC Inspection Report No. 50-298/87-28 which was forwarded to you
on December 21, 1937. Our findings were discussed with Mr. G. R. Horn and
other members of your staff at the conclusion of the inspection.
The area examined during the part of the inspection covered by this report was
security. Within this area, the inspection censisted of selective examination
of procedures and representative records, interviews with personnel, and
observations by the NRC inspectors.
The inspection findings are documented in
the enclosed inspection report.

During this inspection, it was found that certain of your activities appeared
to be in violation of NRC requirements.
As discussed in our telephone
conversation on December 23, 1987, with your staff, we. agreed to schedule an
enforcement conference in the near future to discuss your understanding of
these apparent violations, the reasons for occurrence, and your corrective
actions. We will also cliscuss the enforcement policy with you at that
conference.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amended.
Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will not be placed in the Public Document Room.
