Gentlemen:

This refers to the inspection conducted by Messrs. A. B. Earnest and J. A. F.

Kelly of this office during the period December 7-11, 1987, of activities

authorized by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear

One, Units 1 and 2, and to the discussion of our findings with Mr. E. C. Ewing

and other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included compensatory measures, access

control personnel, assessment aids, detection aids protected area, physical

barriers - vital area, detection aids - vital area, security organization,

security plan and implementing procedures, physical barriers protected area,

and records and reports. Within these areas, the inspection consisted or

selective examination of procedures and representative records, interviews with

personnel, and observations by the NRC inspectors. The inspection findings are

documented in the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were

identified, however, you are requested to respond to the matter discussed in

paragraph 7 concerning the result of your evaluation of the security

organization once this evaluation is complete.

We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enciesed report.

The material enclosed herewith conte. ins Safeguards Information as defined by

10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited

by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the

material, with the exception of the report cover page which is an inspection

summary, will not be placed in the Public Document Room.
