This refers'to the, inspection conducted by Mr. A. B. Earnest of this office

-during the period November 2-6, 1987, of activities authorized by NRC Operating
,
License DPR-34 for the Fort St. Vrain Nuclear Generating Station, and to the
,

discussion of our findings with Mr.. F. Novachek and other members of your staff
at the conclusion of the inspection.
Areas examined during the inspection included management effectiveness,
security organization, security audits.-records and reports, testing and
'
maintenance, physical barriers - vital areas, security systems power supply,
access control
packages, access control - vehicles, access control -

personnel, detection aids - vital areas, alarm stations, communications,
training and qualifications, and compensatory measures.
Within these areas,
,
the inspection consisted of selective examination of procedures and
'
representative records, interviews with personnel, and observations by the NRC
1
inspector.
The inspection findings are documented in the enclosed inspection
!
i
report.
!
Ouring this inspection, it was found that certain of your activities were in
j
violation of NRC requirements.
Consequently, you are required to respond to
-
these violations, in writing, in accordance with the provisions of
!
Section 2.201 of the NRC's "Rules of Practice," Part 2, Title 10, Code of

Federal Regulations.
Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter.

We have also examined actions you have taken with regard to previously

identified inspection findings.
The status of-these items is identified in

paragraph 2 of the enclosed report.

to the clearance procedures of the Office of Management and Budget as required
