Gentlemen:

Subject: Inspection Report No. 50-289/87-19

During the period from October 2-31, 1987, members of NRC Region I staff'

conducted routine safety inspections at your facility and your corporate office

in Parsippany, New Jersey. We. documented the results of that inspection in

the enclosed report. At the conclusion of the inspection period, Mr. R. Conte

of my staff summarized the inspection findings with you and other members of

your staff.

The attached Notice of Violation identified a failure to properly follow

procedures related to lifting leads for safety-related equipment. We are

satisfied with your corrective actions and measures to prevent recurrence as

documented in this report. Accordingly, no response is required for

Appendix A, unless there is a misunderstanding.

Also, this is to acknowledge receipt of your letter, dated June 3,1987, on

your independent verification program (IVP). Your letter indicated that any

expansion of the IVP scope of applicability must be justified with safety

reasons and using the backfit process. The program' meets your revised

commitments. However, a weakness was identified in that the IVP is not

rigorously applied to radwaste, fire protection, and certain safety-related

instruments. Past poor implementation in this area cannot be correlated to

this weakness. Further, no significant safety events have resulted because of

this weakness. Accordingly, application of the backfit process would appear

to be inappropriate at this time. However, you should consider reviewing

facility procedures for the areas noted above associated with equipment that

is not now a part of the IVP and assure yourselves that a serious event would

not occur as a result of inadequate independent verification.

No response to this letter is required. Thank you for your cooperation in

these matters.
