Violation of the Technical Specifications, paragraph 3.5.B.1, in that Secondary Contain;nent was not being maintained at ali times by virtue of both doors in a Reactor Building Access being open.

This event is considered to be a repoetable occurrence as de-fined in the Technical Specifications, paragraph 6.9.2.a.2.

DESCRIPTION OF OCCURRENCE:

At appmximately 0940 on March 10. 1977 both personnel airlock doors were open at the same time at the access to the Reactor Building northwest corner (elevation 23'6"). The' individuals involved were in the process of performing a sir.ulated medical energency and were transferring a person by stretcher from the '

Reactor Building. Because of the length of the stretcher, both doors were open to provide egress from the Reactor Building.

The total length of time both doors were open was approximately las minutes. .

ANALYSIS OF OCCURRENCE:

Secondary containment is required to minimize ground level release of airborne radioactive materials, and to provide for controlled, elevated release of the building atrasphere under accident conditions. The ab.ility of secondary containment to perfonn its function with both airlock doors open was de-l graded. Considering the length of time concerned the safety significance of this event is considered minimal. l CORRECTIVE ACTION:

Since discovery of the violation occurred after the fact, no irmediate action was taken. Plant personnel have been in the  ;

past instructed as to the purpose of the airlock doors and  :

further measures will be taken in training sessions to re-ec:phasize this point. During a critique of the exercise the  ;

personnel involved in this event were instructed on the importanc of maintaining secondary contairsnent integrity at all times. l l
