SUBJECT:

COMPONWEALTH EDIS0N COMPANY, BRAIDWOOD UNIT 2, STATUS OF PREPAREDNESS FOR FULL POWER LICENSING This is the fourth memorandum forwarded to you in accordance with IE MC 94300, and the first to provide information on the preparedness for full power licensing of Braidwood Unit 2. The enclosures include the items requiring inspection and resolution before a finding of readiness for full power operation can be endorsed by Region III. The classification of these items is consistent with the categories used by Commonwealth Edison. The licensee's projected date for entering Mode 1 and proceeding to power levels above 5% power is March 21, 1988.

The licensee has loaded fuel and is on schedule for initial criticality on February 29, and entry into Mode 1 on March 21, 1988. There is minor effort lef t on the 2513 program, the 2514 program of test witnessing is being performed. The 2514 program will continue past full power licensing through the startup test program. There are approximately 17 open items to be resolved prior to entry into Mode 1.

ENCLOSURE 1 Outstanding Items Including Enforcement and Unresolved Items The following describes those issues which remain outstanding at Braidwood 2 and the milestones by which they must be resolved.

1. Attached to this enclosure is the current listing of Region III open items wnich must be closed prior to reaching the mode indicated.

Mode 0 indicates no milestone for completion. Mode 5 is for cold shutdown, Mode 4 is for hot shutdown, Mode 3 is for het standby, Mode 2 is .for criticality and Mode 1 is for power operation at greater than 5%.

2. There are currently six open allegations that are assigned to the Region III staff. There are no issues open which constrain issuing a full power license. Technical concerns have been inspected and documented in inspection reports or have been reviewed for license impact.

ENCLOSURE 2 Status of License Conditions The following are the license conditions identified in Attachment I to the Low Power License No. NPF-75.

1. The preoperational testing exceptions identified in the December 16, 1987 letter from S. C. Hunsader to Thomas E. Murley and component demonstrations identified in the December 17, 1987 letter from S. C. Hunsader to Thomas E. Murley shall be completed in accordance with the scheduled commitments contained in those letters.

Status: The test exemptions requested set several Modes as completion comi tments . The testing comitted to for Mode 4 is on schedule. The demonstrations comitted to were fire suppression functional tests in three . zones. Two of the three are complete and the remainder is scheduled for completion prior to entry into Mode 4 on February 2,1988.

2. The 18 month surveillance activities for the Unit 2 2A Diesel Generator identified in tne November 23, 1987 letter from S. C. Hunsader to Thomas E. Murley shall be accomplished as described in that letter.

Status: The mechanical surveillances on the diesel are complete. The operational surveillances are in progress and on schedule to meet entry into Mode 4.

3. The fire protection program work and compensatory measures identified in the December 16, 1987 letter from S. C. Hunsader to Thomas E. Murley shall be accomplished as described in that letter.

Status: Penetration fire seals comitted to be complete by January 1, 1988 are complete. Cable tray and fire wrap work is on schedule to be completed by February 29, 1988, as comitted, as is the one area with a comitment date of March 10, 1988, for completion.

4. The 18-month testing of the control room ventilation system identified in the December 11, 1987 letter from S. C. Hunsader to Thomas E. Murley shall be accomplished as described in that letter.

Status: The leakage test is complete on one train; the test of the second train is on schedule for completion prior to completion of the Unit 1 outage now in progress.
