SUBJECT:
FORTHCOMING VACANCY ON THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS PURPOSE:
To obtain Commission approval of an announcement soliciting nominations for an ACRS vacancy.
DISCUSSION:
The term of ACRS Member Dr. Herbert S. Isbin expires on January 31, 1979.
Dr. Isbin has indicated he is not available for an additional term on the Committet.
The Commission has adopted a policy of announcing forthcoming vacancies on the Committee and issuing a press release inviting members of the public, including public interest Sroups and technical -
professional societies, to submit nominations to fill anticipated vacancies on the ACRS.
At its October 1978 meeting, the ACRS considered the backgrounds that woulc be appropriate for the individual who would fill the forthcoming vacancy.
The Committee believes that a replacement with a background and mansgement experi-ence in mechanical design of large systems and equip-ment, heat transfer and fluid flow, familiarity with industrial code development and application, or pro-babilistic analysis would be most useful in conducting the work of the Committee. A background in the nuclear field is not essential but experience in a f1ald with similar safety considerations is desirable.
An initial panel of candidater established earlier this year is attached for information (Attachment D).
TMs panel is composed of nominees from public interest groups, technical organizaticns, and others (including currera ACRS Members) resulting from the Commission's 1976 and 1977 public invitations for nominations.
. In light of the Commission's policy of soliciting nominations from individuals and organizations, the attached draft press release has been prepared for Commission approval (Attachment A) and reflects the current needs of the Committee in terms of the disciplines needed to conduct a comprehensive review.
At the time of the previous press release colling for nominations, specific requests were sent to various technical societies and organizations with interest in nominating candidates for the Committee.
A proposed letter for signature by the Secretary is attached (Attachment B) along with a proposed list of organizations (addresses) that have expressed or may have an interest in this area (Attachment C).
REC 0HiENDATION:
That the Commission approve the attached press release soliciting nominations for the forthcoming ACRS vacancy.
Copies of the announcement would be sent to the American Physical Society, Center for Science' in the Public Interest and other scientific and public interest organ-i zaticns.

DRAFT PRESS ANNOUNCEMENT NRC INVITES pUBLIC TO SUBMIT NOMINATIONS i
FOR ADVISORY COMMITTEE ON REACTOR SAFEGUARDS The Nuclear Regulatory Commission is anticipating a vacancy on its Advisory Committee on Reactor Safeguards and the NRC again is inviting the public to submit nominations.
The ACRS, a 15-member panel of experts representing a variety of scientific and technical disciplines, advises the Commission on the public health and safety aspects of nuclear facilities, the adequacy of proposed standards, and other aspects of nuclear regulation.
In October 1976, the NRC announced that it was expanding the procedures for nominating ACRS candidates to include recommendations fram the public.
Nominations from technical, environmental, and public interest organizations were specifically sought.
Jeremiah J. Ray, the most recent member appointed to the committee, was selected as a result of the NRC request for public participation in the nomina. tion process.
He was nominated by the Institute of Electrical and Electronic Engineers, Inc.

effect the proposed plant may have on the public health and safety, and the effect of site-related features on the safety of the reactor plant itself; the design of the facility including engineered safety features, plant security provisions, ATTACilMUNT A-1

and safeguards for protecting special nuclear material; the competence of the design, construction, and operating organi-zations; the training and qualification of operating personnel; the quality assurance program; the operating and emergency plans; the periodic test and inspection programs for the facility; and the results of operating experience at the plant.
Committee members must possess extensive knowledge in technical or scientific fields.
Candidates with a background in mechanical design of large systems and equipment, heat transfer and fluid flow, familiarity with industrial code development and application, or probabilistic analysis would be most useful

All qualified nominees will receive full consideration, and appointment will be made without regard to factors such as race, color, religion, sex, age or national origin.
The Commission's final selection will be based on individual qualifications as well as the need to balance the technical disciplines required by the Committee to carry out its j
functions.
Nominations received prior to January 1, 1979 l

Nominations received after that date will be considered for I
future vacancies as they develop.

Advisory Committee Management Officer A resume or, as a minimum, a brief statenent describing the educational and professional experience of the nominee as well as his/her current address must be included.
Candidates must be U.S. citizens able to devote about 100-120 days per year to Committee business.
An indication of their availability will facilitate consideration of individuals nominated.
Appointments are for four year terms.

The Nuclear Regulatory Commission desires to continue its process of broadening the means by which candidates for appointment to its Advisory Committee on Reactor Safeguards (ACRS) are nominated.
In view of your interest in public health and safety, a copy of the attached press release is provided for your consideration.
The functions and duties of the ACRS and the qualffications of potential candidates are described in this material.
It should be recognized that all candidates nominated for consideration cannot and will not be selected. They will be given consideration, how-ever, for specific vacancies which eccur on the Committee depending on the needs of the Comittee to provide a balanced membership in accordance with the accomplishment of its statutory functions.
The Commission does not expect that it will be possible to acknowledge and respond to each individual nomination.
The nominees will, however, be placed on an appropriate panel for consideration as vacancieo on the Committee develop.
