I The present control rod surveillance program was incorporated in the facility
. license by our issuance of Change No. 104, dated November 15, 1972. The t
- rigorous requirements of this program were imposed following the installation 7.,
of new control rods at Yankee-Rowe because of control rod malfunctions, jE.......
This control rod surveillance program is described in the licensee's 6"?
!E Proposed Change No.104, dated Noveaber 7,1972, and was originally designed to establish confidence in the long-term ability of the new control rods to perform the intended function when needed. This program involves shutting down the ~ reactor every 12 weeks for measuring the drop time of each control rod to oe nonstrate that all rods meet the LCO, viz. a drop

time of 2.4 seconds. After more than two years of acceptable control rod surveillance results the licensee concluded that the frequent reactor shut-
.;g downs for carrying out this control rod surveillance is no longer necessary.
We previously agreed with the ?.icensee's conclusion and authorized a requested temporary extension uf the last 12 week surveillance interval
