Dear Sir:
Pursuant to Section 50.59 of the Co: mission's Rules and Regulations, the Yankee Atomic Electric Company hereb'; requests authorization to make the following change:
Reference is made to the Technical Specifications, PROPOSED CHANGE:
Appendix A of License No. DPR-3.
We propose to:
adopt a 2.50 second control rod drop time as a limiting 1) condition for operation, and; adhere to the control rod surveillance program stated under 2)
" Description of Change" for the remainder of Cycle XI and all subsequent Cycles.

which was approved by the NRC's issuance of Amendment No. 9 to the Facility Operating License allowing Cycle XI operation.
DESCRIPTICN OF CHANGE:
It is requested that all references to the rod drop time and surveillance program in Change Nos. 104 and 106 be deleted from the facility license and that the following addition be made to Appendix A of the Technical Specifications of said license.

ROD DROP TIME LIMITING CONDITION FOR OPERATION The individual control rod drop times shall be 1 2.50 seconds from loss of stationary gripper coil voltage to 6 inch coil entry with:
a.

b.
all reactor coolant pumps operating.
APPLICABILITY: Hot Standby.
ACTION:
a.
With the drop time of any rod determined to exceed the above limit, restore the drop time to within the above limit prior to proceeding to startup or power operation.
b.
With the rod drop times within limits but determined with 3 reactor coolant pumps operating, operation j
may proceed provided thermal power is restricted to 1 75 percent of rated thermal power.

SURVEILLANCE REQUIREMENTS l
The rod drop time of control rods shall be demonstrated through measurement prior to reactor criticality:
a.
for all rods following each removal of the reactor vessel head; b.
for specifically affected individual rods following any maintenance on or modification to the rod drive system which could affect the drop time of those specific rods, and; c.
at least once per 18 months.

SAFETY CONSIDERATIONS: As stated above, Yankee Atomic proposes to increase the limit on control rod drop time from the current 2.40 seggpds to 2.50 seco.J,s based on the value shown in Proposed Changg)No. 115 which was approved by the NRC's issuance of Amendment No. 9 to the Facility Operating License allowing Cycle XI operation.
With respect to the proposed change in the surveillance program, our position en the safety considerations has already been stated in Reference 4.
In summary, testing, inspection and data evaluation reveal that the cause of the centrol rod malfunctions experienced early in Cycle X operation was associated with mechanical problems in the lower shroud assembly. Once these mechanical difficulties were corrected, tests and inspections during subsequent Cycle X operation and during the Cycle X-XI refueling outage revealed no unusual or abnormal conditions. Thus, the need for the current I
high surveillance frequency has been eliminated This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.
SCHEDULE OF CHANGE: We respectfully request review of this proposed change prior to the next scheduled reactor shutdown in the current control rod surveillance program. At present, the next surveillance test is scheduled for February 22, 1975.
