NRC RESIDENT INSPECTION REPORT 50-010:237:249/97006(DRP) AND

Dear Mr. Perry:
i
This refers to the inspection conducted at the Dresden Nuclear facility from March 8
through April 18,1997. The purpose cf the inspection was to determine whether
activities authorized by the license were conducted safely and in accordance with NRC
requirements. During this period, routine resident inspections, augmented with inspections
i
by regional personnel and residents from other sites, were performed. During the 6 week
period covered by this inspection period, your conduct of activities was generally
characterized by safety-conscious operations. At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the enclosed report.

The activities observed in this inspection included several that reflect weakness in the

support to operations provided by engineering and maintenance through lack of adherence
)
to procedures or through poor communications. Specifically, issues regarding the
containment de-inerting method were not communicated to the operations staff on shift,
and the operations department was not made aware of installed test equipment, or work in
progress around the high pressure coolant injection pump. Changes to an emergency
i

diesel generator surveillance were incorrect and improperly made.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation cited in the enclosed Notice of Violation (Notice) is
of concern because an unauthorized voltmeter was connected to safety-related equipment.
The circumstances are described in the body of the inspection report.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response,in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
