YAl*EE-ROWE ATOMIC POWER STATION JRBuchanan It has come to our attention that licensees with Westinghouse designed reactors have been advised by Westinghouse that the pressurizer limiting heatup rate of 200 F/ hour presently. stated in facility Tech-nical Specifications is in error and should be changed to 100 F/ hour.

Discussions with Westinghouse indicate that this corrected limit applies only to the heatup rate and that the present limit un cooldown rate of 200 F/ hour is acceptable.

In the event pu have not already done so, you are requested to submit within 60 days ef receipt of this letter a request for amendment of your i

. facility Technical Specifications to provide a limit of 100 F/ hour on the rate of pressurizer bestup.

Discussions with Westinghouse indicate that it is highly unlikely that the heatup rate of 100 F/ hour has been exceeded in the past. This is because system capabilities and Technical Specification limits on the rate of reactor coolant system heatup and pressurization effectively preclude pressurizer heatup rates in excess of 50 to 75 F/ hour.

llever-theless, you should examine your operating records and advise us of any instances where the pressurizer heatup rate exceeded 100 F/ hour. Provide the pertinent data for each such occurrence including the maximum rate, and the time interval during which the rate exceeded 100 F/ hour. The results of this survey, whether positive or negative, should be submitted to us with your request for a Technical Specification change or within 60 days of receipt of this letter, if a request for a change of Technical Specifications has already been submitted.

This <Jeneric request was approved by GAO, B-180225 (R0072), clearance expires July 31, 1980.. Approval was given under a blanket clearance spec'ifically for identified generic problems.
