Pursuant to 10CFR50.55a(g), Carolina Power & Light Conpany (CP&L) hereby requests schedular relief from the ASME Section XI requirement that hydrostatic pressure testing of piping and components be completed by the end of each ten-year inspection interval for the Brunswick Steam Electric Plant (BSEP), Unit No. 1.

This reques;; is applicable to the piping identified in Attachments 1 through 5.

The affected areas are identified by "clouds" in Attachments 2 through 5.

All piping shown in Attachment 1 is affected.

BACKGROUND An NRC inspection was conducted at BSEP-2 between August 31, 1987 and September 4, 1987.

In this inspection, the NRC identified deficiencies in first interval hydrostatic testing of piping and components in the Reactor Building Closed Cooling Water, Service Water, Service Water Lubricating Water, Residual Heat Removal, and Fuel Pool Cooling Systems on BSEP-2.

These results are documented in Inspection Report Nos. 50-325/87-30 and 50-324/87-30 dated September 30, 1987.

Similar deficiencies were identified by CP&L in subsequent review for BSEP-1.

The VT-2 examinations on the lines identified in Attachments 1 through 5 for BSEP-1 were not fully documented or not performed.

The modified inspection interval permitted by Paragraph IWA 2400(c) of ASME Code,Section XI, which allows a one year extension on the ten-year interval, plus unit downtime for outages exceeding six months, will make the modified end date of the first ten year inspection interval for BSEP-1, November 30, 1988.

The re testing of t.aose lines identified in Attachments 1 through 5 will not be completed by this date.

The next BSEP-1 refueling outage is scheduled to begin on November 12, 1988. The anticipated completion date of this outage is March 24, 1989.

Thus, the Company requests an extension for performance of the hydrostatic pressure testing for BSEP-1 on the lines identified in Attachments 1 through 5 from November 30, 1988 to March 24, 1989.
