In the course of the referenced inspection, conducted on August 14 through August 17, 1978, one apparent deficiency was noted as follows:

License Condition No. 9 states that special nuclear materials are authorized for use in accordance with the statements, representations and conditions con-tained in Section V, Conditions, of the Licensee's application. Subsection 5.2, Operational Area Super-vision, requires that operational area supervision are responsible for assuring that approved control procedures developed with Health-Safety are avail-able in writing to operators and other concerned personnel and are adhered to.

Contrary to the above, special nuclear material was stored in a hood in a manner which was not in accordance with posted instructions.

As a result of the above finding, the following corrective actions have been, or will be taken:

1.

The improper storage condition was corrected immediately upon discovery.

2.

Following the inspection, a detailed investigation of the basis for the deficiency was conducted. As a result of the investiga-tion, involved area supervisors and personnel were reinstructed on the meaning of local postings and appropriate supervisors were l

Cont'd and enforce, area safety requirements.

These actions have been completed.

3.

In order to prevent recurrence, two longer tem actions are being initiated:

- Health-Safety training programs will be revised to incor-porate additional " job location" training in specific safety requirements and posted instructions.

.In addition, more emphasis will be placed on supervisor training.

- The adequacy and clarity of existing postings will be evaluated and revisions v'.11 be undertaken as appropriate.

Full compliance has been achieved as of this date.

No material of a proprietary nature is discussed in the report.
