Si Hucicar Regulatory Commission (the' Concission) is considering . issuance of amendments to Operating License No. DPP-3 issued to the Yankee  : V:: Atomic ~ Electric Company (the licensee) for operation of the Yankee Rowe i:!l f f.'

             ' Nuclear Power Station (the facility), located in Franklin County, itassachusetts,                     {

5 in accordance with the licensce's application for amend:nent and Supplements 7 ::, 1 and 2 thereto, all dsted July 13, 1978. The proposed amendments would (1) authorize modifications designed to upgrade certain features of the spent fuel pool and enclosure A lding to - ..

The Commission's staff has detennined that the nodifications described in iten (1) above have a utility independent of the proposed increase in spent
