The control rod surveillance program that you are' presently conducting including the limiting condition for operation (LCO), viz. control rod drop time of 2.4 seconds are requirements incorporated in the facility license for Yankee-Rowe by our issuance of Change flos.104 and 106, dated November 15, 1972 and March 30, 1973, respectively. Accordingly, these requirements will remain in effect until the Comission has approved an application for amendment of the facility license and proposed changes in the Technical Specifications relating to LC0's and surveillance require-ments for control rod drop time. The application for a license amendment should be submitted in the usual manner and should include a more detailed safety evaluation to support the proposed changes to the Technical Specifications.
We have developed standard Technical Specifications, including LCO's and surveillance requirements for rod drop time which are applicable to Yankee Rowe. We, therefore, suggest that you submit your proposed changes to the Technical Specifications in confomance with the standard Section
" Rod Drop Time" (appropriately adapted to the Yankee-Rowe condition), a copy of which is attached for your guidance.
