APPROVAL UNDER 10 CFR 20.302(a) 0F PROCEDURES FOR DISPOSAL 0F CONTAMINATED SEWAGE SLUDGE AT POINT BEACH NUCLEAR PLANT (TAC #65821AND65822)

In ycur letter dated October 8,1987, you submitted an application for procedure; for disposal of the subject licensed material not previously considered by the staff in the Final Environmental Statement (FES), related to the operation of Point Beach Nuclear Plant Units 1 and 2, dated May 1972. This extensive application, prepared in accordance with 10 CFR 20.302(a), contains a detailed descriptien of the licensed material, thoroughly analyzes and evaluates the information pertinent to the effects on the environment of the release of the licensed material, and comits you to follow specific procedures to minimize the risk of unexpected or hazardous exposures. In the Final Environmental Statement for the operation of Point Beach I d 2, the staff considered the potential effects on the environment of licensed material from operation of the plant and, in the sumary of environmental impact and adverse effects, concluded that there would be a "very small increase in radiation exposure to the popula-tion frcm planned radioactive releases to the air and water in comparison to normal background."

Since the disposal proposed in your October 8,1987 letter involves licensed materials containing less than 3% of the radioactivity, primarily cobalt-60 and cesium-137, already considered acceptable in the FES, and involves exposure pathways much less significant than those considered in the FES, the staff considers this site-specific application for Point Beach Nuclear Plant to have insignificant radiological impact. The staff accepts the comitments and evaluations documented in your October 8,1987 letter as further assurance that the propor.ed disposal procedures will have a negligible effect on the envircnment ard on the general population in comparison to normal background radiation.

The staff finds the Wisconsin Electric Power Company procedures with comitments as docunented in your October 8,1987 letter to be acceptable, provided that that letter is permanently incorporated into your Offsite Dose Calculation Manual (00CM) as an Appendix, and that future modification of that letter be reported to NRC in accordance with your comitments regarding ODCM changes.
