SUBJECT: NRC INSPECTION REPORT 50-416/97-06 AND L'lTICE OF VIOLATION

Dear Mr. Hagan:
An NRC inspection was conducted March 23 through May 10,1997, at your Grand Gulf
Nuclear Station reactor facility. The enclosed report presents the scope and results of that
'
inspection.
During the 6-week period covered by this inspection period, your conduct of activities at
the Grand Gulf facility was generally characterized by safety-conscious operations, sound
engineering and maintenance practices, and careful radiological work controls. One
violation of NRC requirements was identified. The violation involved the failure to ensure
that a qualified individual was available to respond for the emergency response
organization position of Offsite Emergency Coordinator.
The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding this violation is described in detailin the enclosed report. Please note that you
are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
