,- APPENDIX A NOTICE OF VIOLATION Houston Lighting & Power Company Dockets: 50-498 South Texas Project, Units 1 and 2 -

50-499 Operating License: NPF-71 4

Construction Permit: CPPR-129 During an NRC inspection of the South Texas Project, Units 1 and 2, conducted on January 25-28, 1988, a violation of NRC requirements was identified. The violation involved a failure to submit procedure changes. In accordanca with the "General Statement of Policy and Procedure for NRC Enforcement Ar. ions,"

10 CFR Part 2, Appendix C (1987), the violation is listed below:

10 CFR 50.54(q) requires that a licensee shall maintain in effect emergency plans which meet the standards of 10 CFR 50, ppendix E to

. provide reasonable assurance that adequate protective r sasures can and will
be taken in the event of a radiological emergency.

10 CFR 50, Appendix E. V, "Implementing Procedures," requires that changes to the Emergency Plan and Procedures shall be submitted to the NRC within-30 days of such changes.

Contrary to the a?ove, the licensee had not submitted changes made to

their procedures since they obtained their operating license on August 21, 1987.

This is a Severity Level IV violation. (Supplement VIII.0)(498/8808-01; i

499/8808-01) l Pursuant to the provisions of.10 CFR 2.201, Houston Lighting & Power Company is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1) the reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and

, (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
