Dear Mr. Wilcynski:

The enclosed NRC Form 173. Standard Order for DOE Work. provides authorization to perform work in accordance with the enclosed Statement of Work under Job Code J8226. Negotiations of the project costs, terms and conditions between the NRC. DOE Idaho National Engineering Laborary. and DOE Idaho Operations Office concluded on August 5.1996. The final technical and cost proposal shall reflect the agreements reached by the parties.

The laboratory shall use NRC Form 189. " DOE Laborary Project and Cost Proposal i l

for NRC Work." for its cost proposal. The cost proposal shall reflect any change to the plan as a result of the negotiations. The final proposal must be submitted within 30 calendar days from receipt of the request for proposal.

The enclosed NRC Form 173 must be signed and returned to the NRC Office of the Controller. Division of Accounting and Finance. within 10 workdays. with two copies to the Office for Analysis and Evaluation of Operational Data. Attn:
