Having reviewed Gerry Page's November 9,1973 memo to me en t.'ris subject, I am ccncerned about the implications for cur ability to track and enforce conditiens en U.S. crigin material.
I ',.<cuid like to examine the pcssicility of requiring NRC licensees to repcrt each "s'.np" in which they participate invciving material subjec to an NRC license.
Please draft a rule for Ccmmission considerati n and ;cssible public ccmmen; whicn would impose a reasonable reporting repuirement designed to keep us in cuch with the sc0pe and significarce Of s',.,apping practices.
