(hereinafter, " production facili' ties") recuired by the Atomic Energy Act ef.1954, as amended (A.E Act); operaters of licensed production facilities; source, byproduct, and special nuclear materials raquired by the Atemic Energy Act of 1954, as amended, and sections 202.

(3 and 4) of the Energy Recrganizatica Act of 1974, as amended (ER Act),

including imposition uf conditions . tith respect to safeguards and transcortacion, except where the decision rests with an Administi ative .

Law Judge, an Atemic Safety and Licensing Soard, the Atcmic Safety and Licensing Appaal Panel, or the Cc: mission after a hearing pursuant to 10 CFR Part 2. ,
