Dear Governor Straub:
The Energy Facility Siting Council has requested me to inform you of the anticipated schedule of the remaining events in the Pebble Springs contested case proceeding.
At the present time, nearly all of the safety and technical issues have been completed.
It is anticipated that the economic issues (need for power and economic prudence) will be heard starting about September 18, 1978 and will continue until sometime in late November or early December.,
At the conclusion of the hearing itself, the hearings officer will require at least two months to prepare a proposed order for the Council's consideration.
I anticipate that the hearings officer will have a proposed order ready by early March, 1979.
The parties will then file their exceptions to the proposed order and the parties will need at least a month or six weeks to accomplish this.
I anticipate that the Council will begin final consideration of the Pebble Springs Site Certificate appli-cation sometime in May, 1979.
It will not be possible for the Council to reject, adopt, or modify this order in any reasonably short period of time.
I anticipate that another month to six weeks will be necessary for final EFSC action on the site certificate.
Therefore, an optimistic date for a Council decision.would probably be mid June to i
early July, 1979.
