Gentlemen:

This refers to the Systematic Assessment of Licensee Performance (SALP) Board

Report of the South Texas Project, Units 1 and 2 (STP), Operating License NPF-71

and Construction Permit CPPR-129, respectively. The SALP Board met on

February 12, 1988, to evaluate the performance of the subject facility for the

period January 1 through December 31, 1987. The performance analyses and

resulting evaluation are documented in the enclosed SALP Board Report.

The performance of your facility _was evaluated in the selected functional areas

identified in Section IV of the enclosed SALP Board Report. Your overall

performance at STP has been satisfactory. The SALP Board noted a high level of

performance in the construction areas of Quality Programs and Administrative

Controls Affecting Quality; Auxiliary Systems; Containments, Safety-Related

Structures, and Major Steel Supports; and Instrumentation. You also corrected

the deficiencies identified during the previous SALP period in the area of

Emergency Preparedness and your performance in this area is now considered fully

satisfactory.

Weaknesses were identified in the areas of Plant Operations and Security which

,

resulted in escalated enforcement actions. The SALP Board noted that you have

made substantial improvements to your security program towards the end of this

SALP period, thereby correcting the serious weaknesses existing in the program

at the outset of the period.

In the area of Plant Operations, however, the

SALP Board identified indications of declining performance during the period

following the issuance of the STP, Unit 1, Low Power License on August 21,

1987

Several personnel errors and programmatic weaknesses surfaced during

that period suggesting that additional management involvement was needed. The

SALP Board felt a Performance Category 2 was the appropriate rating in part

because HL&P is learning from these recent errors and the operations programs

'

are being strengthened as a result. Your corrective actions for the weaknesses

in the areas of Plant Operations and Security were reviewed relative to

,'

deliberations for granting your full power license and they appear to be

satisfactory; however, we are continuing to monitor the implementation of your

'

corrective actions and have augmented our inspection of your operations

activities.
