Gentlemen:
This refers to the inspection conducted by NRC consultants during
the period January 5 through February 2, 1988, of activities
authorized by NRC Construction Permits CPPR-126 and CPPR-127 for
the Comanche Peak Steam Electric Station, Units 1 and 2, and to the
discussion of our findings with you and other members of your staff
at the conclusion of the inspec': ion.
The enclosed copy of our inspection report identifies areas
examined during the inspection.
Within these areas, the inspection
consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the
inspectors.
During this inspection, it was found that certain of your
activities were in violation of NRC requirements, as specified in
the enclosed Notice of Violation.
A written response to this
violation is required.
During this inspection, it was also found that certain of your
activities appeared to deviate from commitments made to the NRC,
as
specified in the enclosed Notice of Deviation.
A written response
to this deviation is requested.
In accordance with 10 CFR 2.790 of the Commission's regulations, a
copy of this letter, the enclosures, and your response to this
letter will be placed in the NRC Public Document Room.
The responses directed by this letter and the accompanying Notices
are not subject to the clearance procedures of the Office of
Management and Budget as required by the Paperwork Reduction Act of
1980, PL 96-511.
