2. These changes are being submitted in accordance with the requirements of 10CFR50.54(a)(3). The revisions include Corporate reporting and responsibility changes as well as general descriptions of responsibilities for organizations not previously identified. Other changes were incorporated to more precisely define commitments. The revised text has been noted by the application of vertical lines in the outer margins.

For your convenience we have included Attachment 1, a detailed summary of changes.

These changes can be described as general updates and clarifications that do not reduce previous commitments. If you have any questions, please contact the undersigned.

The signature page has been revised to include a summary of changes and expanded titles for Senior Management.

Subsection 1.1 has been expanded to include Nuclear Engineering &

licensing as an organizational unit.

Subsection 1.2.1 has been revised to address corporate organizational changes.

Subsection 1.2.2 has been revised as follows:

i o 1.2.2.A, B, and C - "Senior Vice President responsible for Nuclear  ;

Operations" has been changed to "Senior Vice President - Nuclear",

o 1.2.4.B has been revised to add the responsibilities of the "Mcnager Quality First Program". The responsibilities of the "Manager Nucleap Quality Assurance Operations", previously described in paragraph 1.2.4.B. are now contained in 1.2.4.C.

o 1.2.4.C, Part 6, has been revised to reflect added activity "h.",

o 1.2.4.C, Part 7, has been revised to reflect the responsibilities of a the "Supervisor Quality Engineering / Control". These responsi-

bilities, previously describsa in paragraph 1.2.4.B. Parts 7 and 9 under separate Supervisory sections, have now been combined under one Supervisor with several changes as follows:

The Organization Chart, Figure 1-1, and Responsioility Matrix, Figure 1-2, have been updated to reflect organization changes described within the text.

Subsection 2.2.8 has been expanded to include "Inspection- of Radwaste shipments by Quality Control".

Paragraph 2.2.9.c has been revised to include "Fuel Purchasing Procedures".

Paragraph 2.2.11.a -

"Engineering" has been revised to "Nuclear Er.3ineering".

Subsection 15.1 has been expanded to more clearly describe '

n9nconformances.

Subsection 15.2.5 "Upper management" has been revised to "Senior Plant and Corporate Management".

Subsection 17.2.5 has been expanded to more accurately describe the forms in which QA records are maintained.

Appendix B has been revised as follows:

o Exceptions to ANS 3.2-82, Paragraph 5.2.7 have been relocated within Appendix B to appear in the same order as the referenced paragraph appears in ANS 3.2-82. All other entries have been re-lettered accordingly.

o Exception "3.1." has been added to clarify our commitment to AN:

N45.2.5-1974.

o Exceptions "3.o." or "3.r." were previously coinbined with an exception to ANS 3.2-82, Paragraph 5.2.7. The exception to 5.2.7 has bee; deleted from items "3.o." or "3.r." ard relocated as described above.

e o Exceptions "3.q." and '8."have been revised to change the reference from item "3.h." to items "3.h." and "3.r.". Iten "3.h." appearing in revision 2 of QATR-1 included exceptions to paragraphs 5.2.7 and 5.2.16. These exceptions have been separated into items "3.h." and "3.r." to facilitate the relocation of exceptions to 5.2.7 as described above, o Exception "5.a" has been revised to change the reference from item "3.1" to items "3.0" and "3.J." Item "3.1." appearing in revision 2 of QATR-1 included exceptions to Paragraphs 5.2.7 and 5.2.13.4.

These exceptions have been separated into items "3.o." and "3.J." to facilitate the relocation of exceptions to 5.2,7 as described above.

o Grneral statement 6.a has been expanded to more clearly define the applicability of Regulatory Guide 1.37 to maintenanco activities.

Appendix C has been revised as follows:

o Column title "QA PROGRAM TOPICAL REPORT SECTIONS" has been revised to "NMPC QA PROGRAM TOPICAL REPORT SECTIONS".

o Column title "QA PROCEDURES BY NUMBERS" has been revised to "NMPC QA PROCEDURES BY NUMBERS".
