Dear Mr. Anderson:
Thank you for your response of December 20, 1996, to our SALP Report issued on November 25. 1996, concerning the performance of Plant Operations.
Maintenance. Engineering and Plant Support activities at your Crystal River facility.
We understand that your overall corrective actions to achieve improved plant performance include: a number of organizational and personnel changes, emphasis on the clear communication of expectations and standards i
with continuing accountability to these high standards. commitment to improve design margin as represented by the current shutdown and a comprehensive readiness for restart program, and the continuing implementation of your Management Corrective Action Plan (MCAP II).
We continue to emphasize that your corrective actions must be complimented by an adequate performance measurements program to assure that your corrective actions are effective in improving overall performance.
We will evaluate your corrective actions and resolution of restart issues through a combination of enhanced inspections and the guidelines established in Manual Chapter 0350 " Staff Guidelines for Restart Approval." Additionally, we will continue to inspect and assess your ongoing efforts to use MCAP II to facilitate improvement in each functional area.
We appreciate your response and attention to the assessment results.
