Dear Mr. Parker:

We have reviewed your responses of August 25, 1978 to our requests for additional information of August 1,1978, based on your request to use a substitute surveillance tendon in the Oconee Nuclear Station UnitJune on No. 12, 2 containment 1978. structure as submitted by Duke Power Company We find that we need a more definitive respo.1se to our Question 3 so that we can continue our review of this proposal.

You stated in response to Question 3 that you do not intend to replace tendon 2028. i

'You did not address the concern expressed by Question 3 regarding the total number of tendons needed, as prescribed by Regu-latory Guide 1.35 not only to monitor for periodic material degradation but tests. also to check the prestressing force in the tendon, by lift-off Tendon 2D28, if left in place but not under tension, will neither serve to check for potential material degradation, if due to stress corrosiu nor would it be available for lift-off tests. If after review of our above concerns you decide to let 2D28 remain in place, but un-loaded, we suggest that you select and identify a sufficient number of tendons, under tensiun, for lift-off testing, using the criteria of Regulatory Guide 1.35.

Kindly inform us of your proposed solution to our concerns of stress corrosion surveillance and lift-off testing.
