By letter dated December 5,1996, the Connecticut Yankee Atomic Power Company (CYAPCO) certified that it permanently ceased power operation and permanently removed fuel from Haddam Neck Plant's (HNP) reactor. By letter dated December 23, 1996, CYAPCO withdrew 18 license amendments that are no longer required due to CYAPCO's decision to cease power operation at HNP. The ,
