In a telephone conversation on January 23 1997, between Mr. George Ho)per,

License Examiner, and Mr. Johnnie Smith, arrangements were made for t1e

administration of licensing examinations at the Crystal River Nuclear Power

Plant. The operating tests are scheduled for the week of June 16, 1997.

i

This examination will be developed and administered as part of the NRC pilot

initial examination process based on your staff's request to participate in

the pilot process. The NRC pilot initial examination process will permit your

staff to draft the written examinations and operating tests for operator and

,

,

senior operator license applicants. The NRC will review and a) prove the

proposed examinations and tests and independently administer t1e operating

'

i

tests to license applicants.

Your staff will not administer any portion of

the operating tests: however, they will administer the written examinations.

t

The NRC will review the graded written examinations, grade each applicant's

operating test performance, make the final pass or fail decisions, and issue

'

licenses, as appropriate.

Your staff may develop the licensing examinations in accordance with the

guidelines in Revision 8 of NUREG 1021. " Operator Licensing Examiner

Standards". The most recent version found in the public domain may be used to

support examination development.

To meet the above schedule, it will be necessary fcr your staff to furnish the

'

proposed examination outlines by April 15, 1997. The proposed written

-

examinations, operating tests, and the sup)orting reference materials

identified in Attachment 2 of ES 201 will 3e due by May 12, 1997. Any delay

-

in receiving the required reference and examination materials or the submittal

of inadequate or incomplete materials may result in the examinations being

rescheduled.

Your staff will prepare and, after NRC review and a) proval, administer the

written examinations in accordance with ES 401 and ES 402 of NUREG 1021. The

NRC's guidelines for administering the written examinations are described in

ES 402.

retain the original simulator performance data (e.g., system pressures,

temperatures, and levels) generated during the dynamic operating tests until

Appendix E of NUREG 1021 contains a number of NRC policies and guidelines that

will be in effect while the written examination and operating tests are being

administered.

Your staff should submit preliminary reactor and senior reactor operator

!

'

license applications and waiver requests at least 30 days before the first

examination date so that the NRC will be able to review the applications and

,

the medical certifications and evaluate any requested waivers.

If the

applications are not received at least 30 days before the examination date, a

postponement may be necessary.

Finally, signed applications certifying that

,

'

all training has been completed should be submitted at least 14 days before

the first examination date.

,
