Gentlemen:
This refers to the inspection conducted by Messrs. W. F. Smith and T. R. Staker
of this office during the period December 16, 1987, through January 31, 1988,
of activities authorized by NRC Operating License NPF-38 for the Waterford
Steam Electric Station, Unit 3, and to the discussion of our findings with
Mr. R. P. Barkhurst and other members of your staff at the conclusion of the
inspection.
Areas examined during the inspection included onsite followup of events,
monthly maintenance observation, operational safety verification, monthly
surveillance observation, followup of previously identified items, licensee
event report followup, plant status, and 10 CFR 21 reports. Within these
areas, the inspection consisted of selective examination of procedures and
representative records, interviews with personnel, and observations by the NRC
inspectors. The inspection findings are documented in the enclosed inspection
report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently, you are required to respond to
this violation, in writing, in accordance with the provisions of Section 2.201
of the NRC's "Rules of Practice," Part 2, Title 10, Code of Federal
Regulations.
We have also examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
paragraph 6 of the enclosed report.
The response directed by this letter and the accompanying Notice is not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
