Gentlemen:

Subject: Combined Inspection Nos. 50-317/87-12 and 50-318/87-13

This refers to your letter dated November 9,1987, in response item to our

letter dated June 16, 1987.

This inspection report discussed an unresolved

item (50-317/87-12-01) which noted that there were no acceptance criteria for

certain safety related analog instruments.

Although a response to this item was not required, we note that your corrective

actions and time frames for their completion as stated in your response appear

to be acceptable. These actions will be examined during a future inspection of

your licensed program.

ENCLOSURE (1)

,

REPLYTO NRCINSPECTION REPORT

'

'

50-317/87-12; 50-318/g7-13

.

i

..

i

The subject inspection report identified one Unresolved Item (50-317/87-12-01) regard-

'

ing the maintenance and calibration of safety-related analog instruments that are not

specifically

covered

by

Technical

Specifications.

Specific

pre-approved

acceptance

i

criteria for the calibration of these instruments were not maintained in either a file

'

or the calibration procedure. However, the inspector noted that Calvert Cliffs was in

,

the process of establishing such criteria through the use of hlaster Calibration Data

i

Sheets (htCDS).

We have determined that our htCDS program should address additional safety-related

instruments beyond those discussed during the inspection. The original scope included

!

only safety-related analog instruments not covered by Technical Specifications. We are

'

including safety-related instruments with specific quantitative setpoints, as well as

safety-related

analog

instruments

which

are

covered

by Technical

Specifications.

Issuing SICDS for these additional instruments provides consistent, detailed guidance to

our technicians.

i

'

Documentation substantiating acceptance criteria will be compiled in easily accessible

files. This was not part of the original scope, but will provide clear records which

!

can be easily maintained and audited. We are providing a high Ic"el or detail on each

htCDS, making them accessible sources of design information for calibration and planning

of

instrument

calibration

activities.

As

a

result,

each

htCDS

and

associated

documentation will be as useful a product as possible for technicians, maintenance

-

planners, and engineers.

'

We have performed a detailed analysis of all work required to seaerate each htCDS,

including

in-field

verification

of

equipment.

Approximately

1700

safety-related

instruments will have a htCDS. Of these, approximately 1100 instruments are analog

instruments not covered by Technical Specifications.

We are approaching the effort in a systematic manner (i.e., by system and/or type of

t

i

instrument), and are issuing each htCDS as it b generated and approved. To the extent

practical, we will first issue htCDSs for thosc instruments discussed during the exit

meeting. Based on this, we expect to complete the approximately 1100 htCDSs (for

safety-related

analog

instruments

not

covered

by

Technical

Specifications)

by

December 31, 1988.

i

,

While the above htCDS program goes beyond that originally discussed during the

inspection (as well as regulatory requirements), it will be more useful if implemented

,

in this manner.
