~ South Texas. Project (STP), Unit 1 Operating License: NPF-71 During an NRC inspection conducted on December 1-31, 1987, a violation of NRC requirements was identified. The violation involved failure to follow the STP

-Technical Specification (TS) requirement to have'a minimum of one Chemical

- Detection System operable for all. modes of_ plant operation. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed below:

Failure to Comply with STP TS for Chemical Detection System Operability STP TS, Section-3.3.3.7 requires a minimum of one Chemical Detection System operable to maintain operation of the Control Roorn Emergency Ventilation System for all modes of plant operations.

Contrary to the above, the plant operated in Mode 4 during the period of December 4-6, 1987 with both. Control Room toxic gas monitors in the "Not in the Analyze Mode." This condition would have prevented the automatic isolation of the control room in the event of a toxic gas accident.

This is a Severity Level IV violation. (SupplementI)(498/8775-01)

Pursuant to the provisions of 10 CFR 2.201', Houston Lighting & Power Company is hereby required to submit to this office within 30 days of the date of the i letter transmitting this Notice, a written statement or explanation in reply, including for each violation: (1)' the_ reason for the violation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective steps which will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
