Gentlemen:
Enclosed for your review, prior to our scheduled meeting on March 11, 1988, is
the SALP 7 Board Report for the Prairie Island Nuclear Power Plants, covering
the period June 1,1986, to November 30, 1987.
In accordance with NRC policy, I have reviewed the SALP Board Assessment and
concur with its ratings. Overall, during the assessment period, your
performance was found to be excellent.
You have maintained a high level of
regulatory and safety performance for the past several years. Continuance of
this performance was exemplified by the fact that no functional areas declined,
six maintained a Category 1 rating, four remained a Category 2 rating, and one
area (surveillance) improved from a Category 2 rating to a Category 1 rating.
Furthermore, although Operations remained a Category 2, the SALP Board noted
an improvement in the area with an improving trend near the end of the
assessment period.
The NRC also' notes the superior reliability of Unit 2 which ran continuously
for more than 300 days by the end of the SALP period, and subsequent to the
period continued to run for a total of 406 days before it was shut down for
refueling. Simultaneously, Unit 1 operated for more than 180 days during the
assessment period. This type of operating record is a positive reflection on
the maintenance program and on the entire staff at Prairie Island.
One functional area where improvements are needed was Training and Qualification
Effectiveness. Poor performance on the part of senior reactor operators on NRC
administered requalification exams midway through the period resulted in the
issuance of a Confirmatory Action Letter and in a management meeting regarding
the remedial measures needed. The overall rati1g for this area is unchanged
from the previous assessment period in part because of the good performance
of new senior reactor operator candidates during NRC administrative
examinations late in the period.

within 30 days after the meeting to enable us to thoroughly evaluate your
comments and provide you with our conclusion relative to them.-

Title 10, Code of Federal Regulations, a copy of this letter and the SALP
Report will be placed in the NRC's Public Document Room.
