'g UNITED STATES NUCLEAR REGULATORY COMMISSION g j WASHINGTON, D. C. 20555

  • e 2 1978 k*****/ OCT Docket Nos. 50-361 and 50-362 Southern California Edison Company ATTN: Mr. James H. Drake Vice President 2244 Walnut Grove Avenue P. O. Box 800 Rosemead, California 91770 San Diego Gas & Electric Company .

ATTN: Mr. Bill W. Colston Vice President - Project Management Division 101 Ash Street P. O. Box 1831 San Diego, California 92112 Gentlemen:

The NRC staff met with representatives of the California State Historic Preservation Officer in Sacramento on September 19, 1978, for the purpose of discussing the assessment of impacts of the San Onofre Nuclear Generating Station, Unit Nos. 2 and 3 (SONGS 2&3) on archaeological, historical and cultural resources associated with the related transmission lines corridors and substations.

"As a result of this meeting, we have determined that both the Southern California Edison Company and the San Diego Gas and Electric Company should conduct the following program to identify and assess archaeolog-ical historical and cultural resources which may be affected by SONGS 2&3.

1. Archaeological / Historical Survey:

The only survey of existing transmission corridors for SONGS 2&3 was performed by Langenwalter in 1974. Since this survey identified two known sites and six previously unrecorded sites of archaeological / historical interest, it is expected that surveys of the remaining existing and new transmission corridors would also be productive. Such sites are required to be identified and assessed for eligibility for the National Register of Historic Places. The following transmission corridors and substations must be surveyed for archaeological / historical interest sites, with special attention paid to those areas where new towers are to be or have been constructed:

a. San Onofre - Santiago Tap 70er3ew/ _ _ _ _ _ _ _ _ _ _

OCT 2 1978 Those Listed b. San Onofre - Talega Substation (including substatior,)

c. Santiago Tap - Blackstar Canyon
d. San Onofre - Encina Hub
e. Encina Hub - Encina Substation
f. Encina Hub - Mission Substation
g. San Luis Rey Substation
2. Native American Culture Survey:

Since the San Onofre - Santiago Tap and San Onofre - Talega Substation are transmission corridors which were not evaluated by the NRC staff at the Construction Permit Stage, these corridors must be surveyed to identify and assess any cultural properties of importance of concern to the local Native Americans.

3. Reports:

Reports on these surveys should be submitted to the NRC staff indicating any archaeological, historical or Native American cultural findings. The reports should be sufficiently detailed to indicate the physical extent of the survey, a brief description of the survey techniques useo and the rationale for their selection, the qualifications of the surveyors, the findings of the survey,.

and comments of any organizations contacted. Descriptions should be provided of all properties within the transmission line routes, access corridors and substation areas that are in or eligible for I

inclusion in the National Register of Historic Places, as well I as any archaeological or historic resources within these bounds which are included in State and local registers or inventories l of historic and cultural resources.

1 Suitable maps should be provided that identify and delineate the area surveyed and any sites found thereon.

In order that there be no delay in our review of your application these reports and maps should be provided to the NRC staff by January 5, 1979. Please inform us within seven days of your receipt of this letter if you can meet this schedule or provide us with an alternate date for submittal so that we may reschedule our revi w.
