The Commission has issued the enclosed Amendment No. 44 to Facility Operating License No. OPR-50 for the Three Mile Island Nuclear Station, Unit No. 1. This amendment consists of a change to the license and is in partial response to your submittals of May 16, 1977, and June 12, July 14, July 20, July 28, August 15, August 28, September 8, and September 18, 1978. -

This amendment adds a license condit' ion relating to the completion of facility modifications for fire protection. By letter dated November 30, 1977, (with corrections transmitted by letter of December 16,1977),we issued Technical Specifications to incorporate limiting conditions for i operation and surveillance requirements for. existing fire prctection  !

systems and administrative controls. Please propose revised Technical Specifications related to facility modifications described herein and submit them for our review no later than three months before the imple-mentation dates listed in Table 3.1 of the enclosed Safety Evaluation. I You must also submit the remaining information indicated in Section 3.2 of the Safety Evaluation by the dates shown in Table 3.2.

It is noted that implementation dates have not been specified in Table 3.1 for items 3.1.4, 3.1.8, 3.1.11 and 3.1.21. It is further noted, however, that by letter dated September 18, 1978, you committed to provide implementation dates for these items by September 29, 1978. We shall review the proposed completion dates for these items upon receipt of your submittal and will specify acceptable dates in a supplement to the enclosed Safety Evaluation Report. l I
