Gentlemen:

This refers to the inspection conducted.by Mr. C. A. Hackney of'this office

during the period January 4-8, 1988, of activities authorized by NRC Operating

License DPR-46 for the Cooper Nuclear Station, and to the discussion of our

findings with Mr. G. Horn and other members of your staff at the' conclusion of

-the inspection.

Areas; examined during the inspection included. knowledge and performance of

duties, licensee audits, and operational status of the emergency preparedness

program. Within these' areas, the inspection consisted of selective examination-

I

of procedures and representative records, interviews with personnel, and

l

observations by the NRC inspector.

The inspection findings are documented in

'

the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements.

Consequently, you are required to respond to

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's "Rules of Practice," Part 2, T H.le 10, Code of

Federal Regulations.

Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter.

It should be noted that violation (298/8802-01) is a repeat training violation

(see 298/8702-02).

Special management direction and control should be

l

implemented to correct training concerns.

During this inspection, it was also found that certain of your activities

appeared to deviate from commitments made to the NRC.

This item and references

to the commitment are identified in the enclosed Notice of Deviation.

You are

requested to respond to this deviation in. writing.

Your response should be

based on the specifics contained in the Notice of Deviation enclosed with this

letter.

We also have examined actions you have taken with regard to previously

identified inspection findings.

The status of these items is identified in

paragraph 2 of the enclosed report.
