NOTICE OF DEVIATION

'l Nebraska Public Power District Docket: 50-298 Fort Calhoun Nuclear Station Operating License: OPR-46 [

i Based on the results of an NRC inspection conducted on January 4-8, 1988, a I deviation from your commitment was identified. The deviation consisted of failure to perform mobile siren testing. In accordance with the "General Statement of Policy.and Procedure for NRC Enforcement Actions," 10 CFR Part 2, .

Appendix C (1987), the deviation is listed below:  !

Failure to Test Mobile Sirens s

In a response to Confirmatory Action Letter dated March 12, 1982, from  ;

J. T. Collins, Regional Administrator, NRC Region IV to J. M. Pilant, Division Manager of Licensing and Quality Assurance (QA), NPPD committed that "Nebraska Public Power District quality assurance group will audit operability of the mobile sirens en a 4-month frequency. If a mobile i siren is found inoperable, either by the firemen or by QA, they are to j contact Cooper Nuclear Station "

1 Contrary to that commitment on January 6,1988, the NRC inspector  ;

j determined from interviews and licensee records that the licensee had not performed mobile siren testing as committed; but had changed to random

test sampling in November 1982. The QA department had discovered the 1 apparent deviation prior to this inspection and reported their findings to [

the NRC inspector. (298/8802-03)  ;

, Nebraska Public Power District is hereby required to submit a written statement or explanation to this Office within 30 days of the date of the letter '

transmitting this Notice. This reply, should include for each deviation:

(1) the reason for the deviation if admitted, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further deviations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
