Dear Mr. Voin:

SUBJECT:

NRC ACCEPTANCE OF FRAMATOME QA TOPICAL REPORT, REVISION 2 Your letter of February 5,1986, transmitted Revision 2 of the Framatome QA topical report FRA-QP/85 0782 NP, "Framatome Quality Assurance Program (for United States Applications)." The report describes Framatome's QA program for design, procurement, fabrication, modification, and maintenance activities for U.S. application.

We have reviewed Revision 2 of the report against the acceptance criteria in Section 17.1 of the NRC's Standard Review Plan for nuclear power plants (NUREG-0800, July 1981).

Based on our review and evaluation of Revision 2, we find that the criteria in Appendix B to 10 CFR Part 50 are met.

Revision 2 of the Framatome QA topical report is, therefore, acceptable, and it should be imple-mented for safety-related applications in the United States.

Our evaluation is enclosed.

Should regulatory criteria or regulations change such that our conclusions about this topical report are invalidated, we will notify you.

You will be given the opportunity to revise and resubmit it should you so desire.

We note the commit-ment in the Foreward of the report to keep the NRC informed of changes to the QA program description.

Please incorporate this acceptance letter and its enclosed evaluation into the topical report, identify the report as Revision 2A (the "A" indicating that it has been found acceptable by the hRC), and transmit a copy to:
