FROM:

Themis P. Spets, Director i

Division of Safety Technology SU' JECT:

NEAR TERM LICENSING DECISIONS d

i r

In response to Harold Denton's memorandum of March 1,1985, we have revietted our inputs for the listed plants, other than Shoreham, and confirm that we have no issues yet to be resolved, no proposed license conditions and j

ro objections to the issuance of low power or full power licenses for these i

plants. On Shoreham, we are still evaluating the concern regarding the ability of isolation valves in the HPCI, RCIC and RWCU lines to close under i

blowdown conditions. We have reviewed the PRA aspects of this problem and are awaiting infomation from the applicant to complete our review. To resolve this problem, the a'pplicant must provide justification that the t

A L

valves will be operable under blowdown conditions.
