r NOTICE OF VIOLATION Palisades Nuclear Generating Plant Docket No. 50-255 As a result of the inspection conducted on January 27 through February 7,1986, and in accordance with the " General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the followirg violation was identified:

10 CFR Part 50, Appendix B, Criterion XI, as implemented by Consumers Power Company Quality Assurance Program Requirement 11.0, requires that testing is performed in accordance with established programs to demonstrate that structures, systems and components will perform satisfactorily in service.

Contrary to the above, sufficient testing was not conducted to demonstrate that auxiliary feedwater pump P8C will perform satisfactorily in service;

1. A 48-hour endurance run and 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> restart after cooldown was not conducted.

2. A flow test to determine the adequacy of the Net Positive Suction Head (NPSH) when utilizing the alternate suction supply was not conducted.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective actions taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
