I As a result of the inspection conducted on July 21-22,1992, and in accordance with the l " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy) (1992), the following violation was identified:

l A. Condit on 9 of License No. SNM-1513, Amendment No.1, dated September 11, 1989, requires the licensee to mauttain and fully implement all provisions of the Commission-approved physical security plan, titled "Lic:msee

Physical Security Plan for the Protection of Special Nuclear Material of Moderate

l Contraq to the above, on July 22,1992, the inspector's review of the Detex clock records for the first 2-week period in January 1992, determined several instances in which the Eastman Kodak security police did not conduct the required secunty check j at the CFX Facility at the required frequency. All COFI, as defined in 10 CFR 9.17(a)(4), contained in your submittal should be included in an enclosure so that the transmittal letter without the COFI can be phced in the NRC's Public Document Room in accordance with 10 CFR 2.790(a).
