This letter refers to the safeguards inspection conducted by Mr. A. Della Ratta of this office on July 2122,199?, of activities authorized by NRC License No. SNM-1513. At the l
conclusion of the inspection, the rest.as were discussed with Mr.- J. Heyer.

Within the areas reviewed, the inspection consisted of selective exwinations of procedures and l-representative records, interviews with personnel, and observations by the inspec_ tor.
l The inspector observed that the programs being implemented for the control, accountability, i
and physical security of special nuclear material were generally directed toward the protection of public health and safety. However, based _ on the results of this inspection, it appears that one of your activities was not conducted in full compliance with NRC t
requirements, as set forth in the Notice of Violation, enclosed herewith as Appendix A, LThis violation has been categorized by severity level in accordance with the " General Statement of -
Policy and Procedure for NRC Enforcement Actions," 10 CFR' Part 2, Appendix C L
_(Enforcement Policy). You are required to respond to this letter and in preparing your response, you should follow the instructions in Appendix A.
