areas reviewed, the inspection consisted of selective exwinations of procedures and l- representative records, interviews with personnel, and observations by the inspec_ tor.

l The inspector observed that the programs being implemented for the control, accountability, i and physical security of special nuclear material were generally directed toward the

protection of public health and safety. However, based _ on the results of this inspection, it -

t appears that one of your activities was not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith as Appendix A, LThis violation has been categorized by severity level in accordance with the " General Statement of -

Policy and Procedure for NRC Enforcement Actions," 10 CFR' Part 2, Appendix C L _(Enforcement Policy). You are required to respond to this letter and in preparing your

! response, you should follow the instructions in Appendix A.

' A portion of Appendix' A and a portion of Section 3.0 of the enclosed inspection report contain details of your security program that have been determined to be exempt from publi.:
