POINT BEACH NUCL, EAR PLANT. UNITS 1 AND 2 In a letter dated December 19, 1991, (see Attachment, Reference 6), Wisconsin Electric Power Company (WE) notified the Nuclear Regulatory Comzission (NRC) that we had completed an operating history records search at Point Beach Nuclear Plant (PBNP).
We identified occurrences wha.re PBNP had exceeded the 210*F limit for heat-up and cool-down procedutes as assumed in the Westinghouse Owners Group (WOG) generic detailed plant analysis.
Our letter' concluded by stating that we would contact the NRC following our evaluation of the effects of the worst ease temperature outlier.
During a telephone conference between Mr. Robert Samworth and WE on February 20, 1992, we informed the NRC that Sargent and Lundy l
had completed the evaluation incorporating the worst caso temperature.
The evaluation utilized the conservative WOG detailed plant-specific analysis input methodologies and resulted in not satisfying code stress allowables for Equation 12 at a long radius elbow.
However, we concluded that we would be able to demonstrate code compliance by refining and/or removing conservatisms in the plant-specific analysis input.
During the telephone conference with Mr. Samworth, we indicated that we were evaluating proposals to reanalyze our surge-lines to j-account for these temperature outliers, and that we-would int um the NRC by letter of one new schedule for completion of the Bulletin-reporting requirements.
We intend to award a contract to 'a consulte.nt to perforn further plant-specific analyses.
