PRESSURIZER SURGE LINE THERMAL STRATIFICATION, BULLETIN 88-11 (TACS M72155 AND M72156)

By letter dated March 3,1989, and supplemented by letters dated May 8,1989, May 31, 1989, December 18, 1990, June 7, 1991, December 19, 1991, March 25, 1992, and November 24, 1992, you provided your response to NRC Bulletin 88 for the Point Beach Nuclear Plant, Units 1 and 2.

Your last response (November 24,1992) stated that you would be in full compliance with the requirements of the Bulletin once the travel allowance for Unit 1 Spring Hanger RC-2 was modified. By telephone conversation with me on October 21, 1993, Michael Baumann of your staff indicated that the modification of Spring Hanger RC-2 was completed during the Unit 1 Spring 1993 outage, thereby bringing both Point Beach units into full compliance with the Bulletin.

The NRC staff previously completed a safety evaluation (SE) of WCAP-12639,.

" Westinghouse Owners Group (WOG) Pressurizer Surge Line Thermal Stratification Generic Detailed Analysis," forwarded to you by letter dated August 16, 1991.

This SE concluded that the analysis methodology used was acceptable. The staff has now completed its review of your plant specific analysis (including the conversation referred to above with Mr. Baumann) and has concluded that it appears acceptable. However, the staff does not intend to complete a detailed SE of your specific analysis since the methodology used in your analysis is the same as that used in the WOG generic detailed analysis.

Based on the above discussion and references, you meet the requirements of Bulletin 88-11. This completes the activities related to TACs M72155 and M72156, though the NRC staff may audit or inspect the implementation at a later date.
