OF TELEPHONE CONVERSATION RE: RESOLUTION OF UNRESOLVED SAFETY ISSUE A-46 (GENERIC LETTER 87-02) (TAC NO. M69440)
Dear Mr. Anderson:
The purpose of this letter is to document our telephone conversation with your staff on May 16, 1997, relating to the status of resolution of Unresolved Safety Issue (USI) A-46, Generic Letter (GL) 87-02 at Crystal River 3 (CR3).
By letter dated January 28, 1997, the staff transmitted a request for additional information (RAI) in response to your CR3 plant-specific summary report documenting the results of a seismic walkdown performed to address the 4
USI A-46 issue.
By letter dated March 27, 1997, you provided a partial response to the staff's RAI.
Your response addressed 9 out of 25 RAI issues and indicated that the remaining issues would be addressed by July 21, 1997.
s Your seismic walkdown results identified over 100 outlier items.
They involve several potential non-conformances with licensing basis and issues of equipment operability to perform their intended safety functions. Your March 27, 1997 letter indicated that you plan to resolve these outliers by the end of Refuel 12 which is currently scheduled in the year 2000.
The staff expressed concern regarding your schedule for resolving the outliers and restart of the plant with potential non-conformances and unresolved equipment operability issues. The staff also indicated that it is necessary to characterize and resolve the outliers in accordance with their safety significance prior to restart of the plant, and establish adequate justification for continued operation (JCO) for other outliers which would not be resolved prior to restart of the plant.
The staff expressed interest in conducting a site inspection in September 1997.
