Dear Mr. Beard:

SUBJECT:

EVALUATION OF METHODS FOR DEVELOPING FLOOR RESPONSE SPECTRA FOR THE RESOLUTION OF UNRESOLVED SAFETY ISSUE (USI) A CRYSTAL RIVER UNIT 3 (CR-3) (TAC M69440)

In the 120-days response to Generic Letter 87-02, Supplement 1, dated September 4,1992, you provided your plans for resolution of USI A-46.

In the submittal dated April 16, 1993, you provided some information related to the development of floor resoonse spectra to be used for the resolution of USI A-46.

By letter dated July 9,1993, we requested additional information on the development of floor response spectra at CR-3 in order to complete our review.

You provided the information in submittals dated September 7 and October 6, 1993.

Based on the review of the information submitted, we conclude that the ground response spectra utilized and the approaches used in the development of floor response spectra are in accordance with the licensing commitment and are acceptable for the resolution of USI A-46.

This conclusion is based on the assumption that the subsequent verification of the equipment and anchorages will be in accordance with Supplement 1 to Generic Letter 87-02.

Our Safety Evaluation is enclosed. Please contact me at (301) 504-1475 if you have any questions concerning this letter.

Sincerely, (Original Signed By)

Harley Silver, Senior Project Manager Project Directorate II-2 Division of Reactor Projects - 1/II Office of Nuclear Reactor Regulation
